Tranportation?
Transportation is one of the most determining factors for where economic activity can be. Industries need to have access to raw materials and the ability to see them while maintaining a profit. Residences have to have access to work in the city, and will develop wherever the transportation can get them there, traditionally around interstates, rail centers and around remote industries. Commercial areas require access to high volumes of people to have enough demand to make a store worthwhile, and prefer city centers or junctins where traffic is high. Improving access will make further development possible, and interrupting it will have to opposite effect, cutting out working areas from the economy. Traffic congestion, then, is a problem worth taking seriously.
